Five people have been injured, London Ambulance Service says, after two runaway horses collided with traffic.
Video on social media shows a grey and a black horse running through Aldwych, central London, with what appears to be blood on its chest and legs.
London Fire Brigade said one person was treated by ambulance crews.
It is unclear at the moment how many horses were involved. Police officers and paramedics are at the scene.
BBC staff member Tony Bonsignore witnessed the incident and told BBC Radio London he saw someone receiving treatment from paramedics.
“They were treating someone behind the blue cloth. That person has been taken away in an ambulance,” he said.
Mr Bonsignore was on a bus near Victoria Station when the incident unfolded, and said: “It’s unclear at the moment exactly what happened.
“Everything came to a standstill. Right behind us a horse hit a tour bus, and you can see where it smashed the windscreen.
“There was blood on the floor as well.”
He added: “I saw a horse that was being led away, it wasn’t clear whether that horse had been injured.
“A sort of taxi van is pretty badly smashed up on the side, again with some blood on the floor and evidence of where horses were behind it.”
A spokesperson for the fire service said: “Firefighters were called at 08:31 BST to reports of vehicles in collision with horses in the area of Victoria Station.
“Crews are currently working alongside the London Ambulance Service at the scene of a collision between a taxi and a horse.”
The fire brigade added one horse had been secured and taken to an area of safety.
