Education Secretary Gillian Keegan has been pressed on whether she has changed her position on the status of transgender people since 2020, when she stated “trans women are women”.
Speaking to BBC Radio 4, she said there was a difference between trans people who had undergone gender reassignment surgery and those who had not.
She said that in 2020, she “had in her head at the time” someone who had fully physically transitioned.
“Someone that was a man, that has transitioned, that has fully transitioned, is known as a woman”, she added.
