A major report on the future of the EU’s research and innovation programme has warned that the bloc must “wake up” to its declining global R&I position and make “transformative” changes, including boosting the budget to €220 billion for 2028-34. In the report, a group of experts led by former Portugal research minister Manuel Heitor argue that while Europe is facing “significant and daunting uncertainties” such as climate change, science denial and global conflicts, its “global importance” around R&I “has declined” and left it lagging behind its rivals China and the US.
